Some people can’t get victory because they are too busy crying for themselves in a pity party instead of allowing Jesus to feel compassion for them and handling it properly for them.

John 11:33-35 (KJV)
When Jesus therefore saw her weeping, and the Jews also weeping which came with her, he groaned in the spirit, and was troubled.
And said, where have ye laid him? They said unto him, Lord, come and see. Jesus wept.
Jesus wept because He moves in compassion. The sorrow of the people was so great that it moved His spirit.
